ISLAMABAD: The Federal Ombudsman has taken notice of the non-implementation of its earlier directives regarding the long-delayed Green Enclave-1 housing project and has summoned a BS-19 officer of the Federal Government Employees Housing Authority (FGEHA) to appear in person at the next hearing on March 30, 2026.
The officer has been directed to explain the failure to comply with the Ombudsman’s decision issued on December 17, 2025, which had called for immediate measures to address delays in the project’s development.
The case originated from a complaint filed in November 2025 by Mr. Chaudhry Amjad and other allottees, representing around 3,282 individuals who have been awaiting possession and development of their plots since the project’s launch in 2009. The complainants stated that despite making full payments, including additional land charges, there has been little to no progress on development work.
In its earlier ruling, the Ombudsman had instructed FGEHA to submit a compliance report along with a clear, time-bound development plan within 60 days. However, the scheduling of a new hearing suggests that the authority has failed to provide a satisfactory response or demonstrate meaningful progress.
Sources indicate that FGEHA has yet to finalize a practical roadmap for completing the project, increasing concerns among allottees.
Expressing frustration, one of the allottees, Mr. Muhammad Anwar, described the project as a “distant dream” even after 17 years. The affected individuals have urged the government to take decisive action and consider alternative arrangements, including handing over the project to the Defence Housing Authority (DHA), to expedite its completion.
