Pakistan is facing an alarming rise in banking and cyber fraud, posing serious threats to consumer trust, digital financial systems, and institutional accountability. As the country rapidly advances toward digital banking and financial inclusion, cybercriminal activities have escalated into a nationwide challenge affecting millions of citizens.

According to recent findings, over 73,000 cybercrime complaints were reported in Pakistan during 2024, while banking fraud and digital scams continued to expand at an industrial scale. The growing use of smartphones and mobile banking applications has further increased vulnerabilities, exposing consumers and financial institutions to sophisticated fraud tactics including phishing, OTP theft, SIM-swap fraud, malware attacks, and fake investment schemes.
Despite the growing crisis, the Banking Mohtasib of Pakistan achieved significant progress in consumer protection and grievance redressal. In 2024 alone, the Banking Mohtasib successfully resolved nearly 28,000 digital fraud complaints and facilitated the recovery of approximately PKR 1.65 billion for affected consumers, demonstrating the institution’s active role in safeguarding public interests and strengthening confidence in the banking system.
The report also highlighted that cybercrime incidents increased by 35 percent in 2025 compared to the previous year, while Karachi alone recorded around 29,000 complaints due to its expanding digital financial activity. Banking fraud cases reportedly rose by 62 percent, prompting regulatory authorities to strengthen security measures, including mandatory biometric verification for online transactions.
Experts emphasized that weak cybersecurity infrastructure, low digital literacy, and limited investigative resources remain major structural challenges. The report called for stronger inter-agency coordination, enhanced cybersecurity standards, public awareness campaigns, and improved grievance redressal systems to effectively combat financial fraud and cybercrime across Pakistan.
