Federal Tax Ombudsman

Hon’ble Mr. Mushtaq Ahmad Sukhera joined the prestigious Community of Ombudsmanship by taking oath as Federal Tax Ombudsman (FTO) on 8th September, 2017 replacing Hon’ble Mr. Abdur Rauf Chaudhry on completion of his mandated tenure of four years. As incumbent Federal Tax Ombudsman he also holds the positions of Chairman Steering Committee of the OIC Ombudsman Association and President of the Forum of Pakistan Ombudsmen ( a body of 12 Federal and Provincial Ombudsman Institutions in Pakistan).

Hon’ble Mr. Mushtaq Ahmad Sukhera, a member of the Police Service of Pakistan, rose to the highest rank of his career passing through 36 years of public service embedded with marvelous achievements in Pakistan. His service as Chief, Discipline and Internal Investigation Section, United Nations Mission in Bosnia & Herzegovina adds to the riches of his international experience as well. He was awarded United Nations Medal in recognition of his meritorious service in UN mission in Bosnia & Herzegovina during 2000-2002. Before joining the FTO Office he served on a highly accredited post of Inspector General of Police in Punjab and Baluchistan – two major Provinces of Pakistan.

He graduated from Government College Lahore and obtained a post graduate degree in law from Punjab University Lahore - two leading educational institutions in Pakistan. During his service career, he attended numerous prestigious professional courses and trainings within and outside the country; including National Management Course at the National School of Public Policy-Pakistan, UN Induction Training in Sarajevo, Bosnia & Herzegovina.

As Federal Tax Ombudsman his core functions resolve a round:

"Disposal of complaints of tax maladministration promptly, justly, fairly, independently investigate, and to rectify any injustice done to a taxpayer by actions of the tax employees of Federal Board of Revenue (FBR)/Revenue Division, Government of Pakistan."

His education in law (civil and common law, judicial systems and international humanitarian law) and varied experience in human resource management; large scale operational management; administration of law; internal investigations; investigation of organized crime and human rights violations, comprehension of comparative and contrasting international criminal justice systems will provide him a vast capacity and insight to work effectively in the area of Ombudsmanship.

As Federal Tax Ombudsman his core functions revolve around "Disposal of complaints of tax maladministration promptly, justly, fairly, independently investigate, and to rectify any injustice done to a taxpayer by actions of the tax employees of Federal Board of Revenue (Taxation Authority in Pakistan). Law of the State provides him security of the tenure, administrative and financial autonomy and powers of a civil court.
